Protector stamp: Bureau of Emigration process and fees

The Protector of Emigrants stamp is the Bureau of Emigration and Overseas Employment clearance for Pakistanis going abroad to work. The Bureau’s site is beoe.gov.pk. The stamp sits on the emigration side in Pakistan. It is not a Gulf visa, and a Gulf visa does not replace it. Airlines on labour routes ask for it because the Pakistani rule, not the employer’s WhatsApp, says a person leaving for employment should be registered. Apna Ghar will not invent the Protector fee or the insurance premium. Both are whatever the Bureau shows on the day, and the fee you pay is the one printed on the BEOE receipt.

The order that actually works

People are pushed into the Protector office too early, with no employer, or too late, on the way to the airport. The workable order is short. First, an offer you can believe: a named foreign employer, a job title, and a wage. Second, the medical if that visa requires one, booked the way the instruction says, which for many Gulf work visas means Wafid and not a token shop. Third, either a licensed Overseas Employment Promoter or a direct-employment path, which you confirm on the Bureau site. Fourth, Protector registration itself. Fifth, you pay the fee shown on the BEOE receipt, not a cash top-up for “the officer”. If someone reorders those steps so that the fee comes before the offer, you are not in the process. You are in a queue.

  1. Confirm you are going on employment. A pure visit is a different path. Do not buy a Protector stamp for a holiday because a shop said the airport likes to see one.
  2. Read the offer. You should know the country, the employer’s name, the job title and the wage before anyone talks about a fee.
  3. Do the medical if the visa instruction requires it. If it names Wafid, use the Wafid booking guide. A fit slip is not the Protector stamp.
  4. If an agent is involved, check that they are a licensed Overseas Employment Promoter before you pay them. See how to check an OEP and search the list on beoe.gov.pk. An expired licence is not a small detail.
  5. If there is no agent, read the Bureau’s direct-employment instructions. Direct hire still has a Bureau process. “No OEP” does not mean “no Protector”.
  6. Register with the Protector. Take the foreign service agreement and the insurance papers the Bureau asks for. The insurance premium is the one in that official file, not a number this guide will invent.
  7. Pay the fee shown on the BEOE receipt. Keep that receipt. Add nothing in cash.
  8. Take the endorsement before you fly for work. Keep photocopies. If the agent keeps the only original, you are stuck at the airport and they are not.

Fees, insurance and offices

The Bureau publishes the charges that apply to emigration clearance. Read them on beoe.gov.pk on the day you go, and then look at your own receipt. If the receipt is blank, in a different name from the office, or higher than the published charge with no explanation on the paper, do not argue in the corridor and do not pay the gap in cash. Ask the desk to put the figure on a Bureau receipt, or leave and use the complaint channel the Bureau publishes. The insurance that belongs in an emigration file is the policy the process asks for. A promoter who sells a different policy at a premium this page cannot see is not quoting the Bureau. Ask to see the policy name and the premium on the paper you will sign.

Protector offices are the ones the Bureau lists. Use that list, not a shop that says it is “next to the Protector” and can get you a stamp without the queue. Those shops are where passports sit for weeks. If you must use a licensed promoter, the licence is checked first, the receipt is in that promoter’s name, and the Protector fee is still a separate, official charge. A single round cash figure called “everything” is how the official fee and the promoter’s fee and a fiction get glued together. Split them on paper.

OEP, direct employment, and what the stamp does not prove

A licensed OEP is allowed to process recruitment. The licence does not make the foreign job real. You still match the visa on the Gulf side, using the enquiry for that country, before you fly. Direct employment, where the foreign company hires you without a promoter, is a path the Bureau describes. Read those instructions on beoe.gov.pk rather than skipping the Protector because nobody in Pakistan took a commission. The company abroad does not cancel Pakistani emigration rules by sending a polite email.

The stamp means the emigration file was processed. It does not mean the salary will be paid, the housing exists, or the sponsor is the person named in the offer letter. Keep the contract. Put the basic wage through the salary converter before you accept, and read the country guide for the place you are actually going, whether that is Dubai, Saudi Arabia, or another Gulf state. What to carry on the day

  • Passport, CNIC, photographs in the size the office asks for, and copies of each.
  • The offer or foreign service agreement, with the employer’s name readable.
  • The medical slip, if one was required, and the Wafid status if that was the test.
  • The OEP licence number, if a promoter is in the file, after you have found that number on the Bureau list.
  • Insurance papers the Bureau’s current instruction names.
  • Enough time. Eid week and Friday closures are not the moment to discover a missing copy.
  • A bag for your own photocopies. Leave with your originals.

What is the Protector fee?

The Bureau of Emigration publishes the current charge, and the fee you pay is the one on the BEOE receipt. Read beoe.gov.pk on the day you go. Apna Ghar will not invent a rupee figure. Add nothing in cash for an officer.

What is the insurance premium?

It is the premium in the policy the Bureau’s process requires, shown on that paper. This guide will not guess it. If a promoter quotes a different product, ask the Bureau before you pay.

Do visit-visa travellers need the Protector stamp?

The Protector system is for people going to work. If an agent tells a visit-visa passenger to buy a stamp, ask the Bureau before you pay. A visit is not improved by an emigration stamp you did not need.

Which cities have a Protector office?

The Bureau lists its offices on beoe.gov.pk. Use that list. A shop that says it sits next to the Protector is not the Protector.

What if the OEP was not licensed?

Does the stamp guarantee the job is real?

No. It means the emigration file was processed in Pakistan. You still verify the employer and the visa on the Gulf side, and you still read the wage on the contract.

I have a direct offer and no agent. Do I still register?

Yes, if you are leaving Pakistan for employment. Read the direct-employment instructions on the Bureau site and complete the Protector step. The absence of an OEP is not an exemption you invent yourself.
